In Singapore, many forms of welfare are dependent on one's work or looking for work. Such policies include but are not limited to:

a) Workfare Income Supplement, which supplements low-income workers' wages with government welfare.

b) SkillsFuture Jobseeker Support scheme, which grants 6 months of temporary financial support to unemployed individuals to enable them to find a job.

c) CPF and MediSave, where individuals must make compulsory retirement/healthcare savings from their income in lieu of direct government retirement/healthcare benefits.

d) The Progressive Wage Model, which grants support for individuals in persistently low-income sectors. Pay raises are premised on worker upskilling, increases in productivity and career progression.)

Currently, Singapore relies on various government scholarships as a major source of talent for the public service. In exchange for university tuition fees and allowances, students must serve the public service after graduation for around 4-6 years. Scholars in the public service tend to get promoted at a faster pace than non-scholars, with many prominent public servants such as senior civil servants (e.g. permanent secretaries, chief executives, etc) and political officeholders (e.g. ministers) being previous scholarship recipients.

The Singapore government makes investment income through several means, primarily its two sovereign wealth funds Temasek and GIC.
